Canada is safe but I suggest Vancouver and Victoria.

Montreal or Quebec City. It's close, everyone speaks English, but both cities have a very European feel & atmosphere. Plus, nowhere is safer than Canada.

Disney World... if you're looking for a Magical Experience... but 4 days maybe way too short...
